Welcome to Rowland High School!
My name is Clare Huang, and I serve as the English Language Development (ELD) Office Assistant. In this role, I support the ELD Coordinator and also serve as a Chinese translator to assist our students and families.
The English Language Development Department offers a variety of specialized programs and services designed to support students who are developing proficiency in English. These programs assist students who may not yet speak, read, write, or understand English fluently because it is not their primary home language.
Our goal is to help students strengthen their English listening, speaking, reading, and writing skills, while also ensuring that families are informed about the programs and resources available to them.
We proudly serve English Learners, Immigrant Students, and Migratory Students, helping them succeed academically and feel confident in their language development journey.
English Learner Advisory Committee (ELAC)
Each California public school with 21 or more English learners must form an English Learner Advisory Committee (ELAC).
Responsibilities of the ELAC include:

Advising the principal and school staff on the development of a site plan for English Learners, and submitting the plan to the School Site Council for inclusion in the School Plan for Student Achievement.

Assisting in the development of the schoolwide needs assessment.

Helping promote awareness among parents about the importance of regular school attendance.
- Each ELAC also has the opportunity to elect at least one representative to the District English Learner Advisory Committee (DELAC). Districts with 31 or more ELACs may use a proportional or regional system of representation.
